Xi’an Peihua Women’s  College was established in June, 2010. Its history could be traced back to the last century, which is about 1928. Ms. Wu Yunfang, who graduated from Beijing Women's Normal School, contacted celebrities in the education circles of Shaanxi to establish the Xi’an vocational school in Xi’an. She has accumulated rich experience in education of females and has cultivated a great number of outstanding females in society for more than 90 years.

In order to maintain the tradition of providing a good education for females in the early days, the well known educator Jiang Weizhi and representatives of the Political Consultative Conference in Shaanxi Province, jointly initiated Xi’an Peihua Women’s College in 1984. Further, the word ‘peihua’ is in agreement with the slogan of ‘cultivating talents and reviving China’. Thus, the name of university was set as ‘Xi’an Peihua Women’s College ’. The running system of education is established by private companies and subsidized by public communities. Higher Education Bureau of Shaanxi Province issued a statement, which is a "Reply on Relevant Issues concerning the private holding of Xi'an Peihua Women’s College". This document paved the way for innovation of education and contributed to legal founding of private higher education in Shaanxi Province. The establishment of Xi'an Peihua Women’s College has been confirmed by leaders of central authorities and relevant departments of the State Council. It has become one of first private universities in China and it is the first private university in Shaanxi Province after the reform and opening up. The establishment of this university has provided a starting point for the development of private higher education in Shaanxi Province. In July 1987, 245 students, as the first generation of graduates graduated from this university. These graduates, including 45 students who would be teachers received their jobs in Shaanxi Province, which is satisfied for public and school.

As a Women’sCollege specializing in cultivating outstanding female talents, it is also a secondary school that pays efforts to improve girls’ access to education. It is aimed to raise women's awareness of self-esteem, self-confidence, self-reliance and self-improvement. In the end, it is committed to all-round development of moral, intellectual, physical, aesthetics and labour education. Specifically, those practical personnel with self-awareness, international knowledge and perspective will be encouraged.

    Since adhering to its own principles and keeping pace with time, the university has become a base of the Shaanxi Women's Federation (SWF) for gender research and for job training; a public science base for gender equality named by Shaanxi Federation of Social Sciences; a training base for national policy of gender equality founded by the office of the Women's and Children's Working Committee of Shaanxi Province. The school has always adhered to the national policy of gender equality and worked for the development of women around the world. It has become an important base for development of women's education and cultivation of women talents in China, which plays an important role in promoting women’s career and strengthening international exchange and cooperation.

    Teachers of this school, who has participated in the annual meeting of China Women's Research Association and the sixth meeting of National Education Committee for women, are also the member of National Tertiary Education Union. They have also participated in many forums, such as the meeting that discussed international development and women’s progress in the region, Shaanxi Province Higher Education Society and Curriculum Service, SPOC teaching platform, Shaanxi Province Higher Education Development Forum, and World University Women Presidents Forum. Further, they have completed many research projects that sponsored by the provincial women's Federation and the provincial federation of social sciences. Finally, they have won the first prize of excellent thesis that awarded by the Professional Education Committee of National Women's Research Association. They have also been awarded the second prize by Provincial Women’s Federation and Provincial Federation of Social Sciences.

   The College conscientiously implemented the women's development plan of Shaanxi Province (2011-2020), and since 2015, the College has incorporated the public course named gender culture into general education,which is restrictively selected, so as to improve the students' awareness and ability to study and implement the national policy of gender equality. From 2010 to 2019, the "women's class" of women's college enrolled 2165 students and covered 28 majors of the whole school. Currently, it has set up a "lecture hall on women's cultural background", held a series of "Female College Students' Cultural Festival" for many times, and has always focused on developing teaching system and improving courses.

Focusing on international cooperation, it  is not only providing a forum for foreign exchange, but also providing an important way to cultivate female talents. The college introducing the course named ‘Women's Education and Career Development’ and recommended by China Women's college, is praised by students. It has provided a high-level and diversified platform for the development of women's education, which has been fully affirmed by leaders.

The school pays attention to cultivating students with social awareness of citizenship. Since Shaanxi Provincial Hongfeng Volunteer Association awarded the banner of ‘Hongfeng volunteer service team’ to the school in 2012, more than 30 students have been rated as Volunteers of Hongfeng Project. In 2018, it organized  the first service team that combined with women volunteers from different universities, encouraged them to participate in social welfare and donation, planting trees, visiting left-behind children, holding activities and studying law. When fighting against COVID-19, they organized students to participate in online volunteering service, which developed women’s ability in serving society, and improved long term effect of piloting the project. Such activities were praised by local government.
